Apache rule re-work

This was a discussion in the staff chat ingame yesterday, I believe that any apaches should be KOS both in and out of war

Peacetime KOS
I think that they should be kos in peacetime because of the ROE, it makes no sense for people to get domed with an AK out but if I sit in a vehicle capable of taking out an entire unit in one run and I just go scott free.

War Time
When a side is losing by 200 points they are allowed to bring out an apache, however, the other side can't counter this, apaches can easily turn the tide of the war and additionally can ruin the fun of the entire side for a good portion of war. It makes no sense that because a side is losing by 200 points they get to ruin peoples fun and enjoyment for 5-10 minutes and then get the option of saying "Wah wah, I don't want to be shot down by another apache, I wanna continue bombing an objective repeatedly without consequence!!".

I believe the rule of aerial combat being a mutual agreement should only include transport helicopters, so if me and RAF decide on aerial combat that means I can shoot down their apaches and their transport helicopters as well. Giving them the option to deny being shot down is like giving a player an automatic RPG and godmode and making it so people have to ASK him to turn his godmode off. The only way to actually take down an apache is with sticks and stones which is hard enough to hit the heli with the crossbow bolt or ballistic knives, let alone the fact that the class is $30.

The reward of using an apache should only come after downing an enemy apache, not killing players on the ground. Apaches should never be uncounterable, no matter what the score is in war.
