Add a /roll command

A Simple /roll command that will spit out a number 1-100 to anyone nearby

This will allow for better RP and intelligence situations(EX: A civilian with a bomb in his car is stopped at a security checkpoint, if his /roll prints out anything higher than 50, they will discover his bomb)
